The Supreme Court on Monday disposed of a Public Interest Litigation concerning the blockade of National Highway-2 in Manipur after the State government informed the Court that the highway had been cleared and reopened for the transportation of essential commodities.
A Bench comprising Chief Justice of India Surya Kant, Justice Joymalya Bagchi and Justice V Mohana was hearing a petition filed by the Kuki Women Organization for Human Rights, which had approached the Court seeking immediate removal of obstructions on NH-2 and other highways and restoration of the movement of essential supplies to areas affected by the prolonged disruption.
Appearing for the Manipur government, Additional Solicitor General Aishwarya Bhati apprised the Bench that NH-2 had been opened and that the movement of essential commodities had consequently resumed. The State also placed its status report before the Court setting out the steps taken to address blockades and obstructions on highways.
Senior Advocate Anand Grover, representing the petitioners, referred to an order issued by the Manipur government on August 28, 2026, directing the removal of blockades and other obstructions from national and State highways. He submitted that the petitioners were primarily concerned with ensuring effective implementation of the direction and uninterrupted movement of essential goods.
During the hearing, Justice Joymalya Bagchi observed that the issues raised before the Court substantially concerned maintenance of law and order. The Bench also directed that there should be no collection of money or subscriptions from truckers or vehicles entering Manipur from outside the State.
The State’s status report indicated that NH-2 had been restored for transportation of essential commodities and that steps were continuing to clear obstructions from other national and State highways. The government maintained that the administration was taking measures to ensure that the movement of goods was not impeded.
In view of the developments placed before the Bench, Grover submitted that the immediate grievance forming the basis of the petition no longer survived and that the proceedings could therefore be closed.
The Supreme Court accordingly disposed of the petition, while taking note of the steps reported by the Manipur government towards removal of highway blockades and restoration of the supply chain. The proceedings thus came to an end after the State reported that the principal highway identified in the petition had been reopened and essential supplies were once again being transported through the route.
