The Karnataka government has informed the Karnataka High Court that the management of Pilikula Biological Park in Mangaluru will be transferred to the State Forest Department.
The submission was made before a Division Bench comprising Chief Justice Vibhu Bakhru and Justice C.M. Joshi during the hearing of a public interest litigation alleging mismanagement and administrative lapses at the biological park.
The PIL was filed by environmental activist and wildlife enthusiast Dr. B. Ravindranath, who raised concerns over the condition and management of the park. The petition alleged that the facility was facing serious administrative and operational deficiencies, including inadequate maintenance, shortage of staff and concerns relating to the welfare of animals housed there.
During the proceedings, the State informed the Court that steps were being taken to place the park under the administrative control of the Forest Department. The proposed transfer is intended to streamline the management of the facility and ensure more effective oversight of its operations.
The petitioner, however, submitted that the proposed administrative change alone would not resolve the issues affecting the park. Concerns were raised regarding the availability of trained personnel, veterinary care, infrastructure and the overall upkeep of the animals and enclosures.
The High Court took note of the government’s submission and sought further information on the proposed transfer and the steps being undertaken to address the concerns highlighted in the PIL.
The proceedings relate to the broader issue of ensuring proper management, conservation standards and animal welfare at Pilikula Biological Park, which houses a range of wildlife species and serves as an important conservation and educational facility in coastal Karnataka.
The matter will be considered further by the High Court after the State places additional details regarding the proposed transfer and the measures planned for improving the park’s administration.
