Plea in Supreme Court seeks CBI investigation into alleged irregularities in Jharkhand Civil Services examination

The controversy surrounding alleged irregularities in the Jharkhand Combined Civil Services Preliminary Examination has now reached the Supreme Court, with a petition seeking the transfer of the investigation to the Central Bureau of Investigation (CBI).

The petition has been moved by social activist Harisharan Devgan, who has sought an independent and time-bound inquiry into the alleged malpractice surrounding the examination. Filed through Advocate Satyam Singh Rajput, the plea contends that the matter warrants an impartial investigation into the possible role of public officials and agencies involved in the conduct of the examination.

According to the petition, the subsequent cancellation of the examination by the State cannot, by itself, bring the matter to a close. The petitioner has argued that cancellation may address the immediate consequences of the alleged irregularities but does not answer the larger question of whether the examination process was affected by systemic corruption or identify those responsible for any wrongdoing.

The plea has therefore sought a CBI investigation into the matter, asserting that an independent central agency would be better placed to conduct an impartial probe into the allegations and examine the possible involvement of officials and examination-related agencies. The petition also presses for the preservation and protection of material evidence, including original OMR records and candidate-held carbon copies, CCTV footage and server audit logs, to ensure that the evidentiary trail remains insulated from possible tampering.

The petition comes against the backdrop of a wider controversy over alleged irregularities in recruitment examinations conducted in Jharkhand. Recent developments have seen demands for wider investigations into examinations conducted by the Jharkhand Public Service Commission and the Jharkhand Staff Selection Commission, while the State Government has also undertaken cancellations and initiated probes into several recruitment examinations.

The Jharkhand High Court has, meanwhile, passed an interim order staying government directions concerning the cancellation of recruitments made through the 11th to 13th examinations conducted by the Jharkhand Public Service Commission, adding another layer of judicial scrutiny to the unfolding dispute.

The Supreme Court petition has been registered as Harisharan Devgan v. Union of India & Ors., Writ Petition (Civil) No. 1047 of 2026. The plea seeks not merely the examination of isolated allegations but a comprehensive inquiry into whether the recruitment process was compromised at a systemic level and whether accountability can be fixed upon those responsible.
